Sunday Obligation

"I am not confirmed Catholic, and because of my current situation I cannot attend a Catholic church, and must attend Protestant services. Is it still a sin for me to neglect Sunday Obligation?"

 There are actually to many unknowns to give a definitive answer to the question as posed. 

Are you a baptized Catholic who has not been confirmed?  Why can't you attend Mass on Sunday if you can attend Protestant services?  
If you are not baptized Catholic, then no, you wouldn't be bound by the laws of the Church and missing Sunday Mass wouldn't be a mortal sin.
If you are a baptized Catholic, that just hasn't been confirmed yet, then you are bound by the laws of the church and you should attend Mass on Sunday.  HOWEVER, there are many valid reasons why that might not be possible for you that would also remove the pain of sin from missing your Sunday Obligation. (No nearby ​Mass, ​homebound and can't get there, etc)
My suggestion would be to make an appointment with your priest, and discuss your specific situation with him, he'll counsel you as to what you should and need to do.
